UK Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

Based on a new poll of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they rely on a fire sale of properties to balance the books.

Growing Financial Challenges Drive Asset Sales

A coalition of councils for major urban areas in the UK stated that six out of ten of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and open spaces to shore up their budgets, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of councils attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials said they would focus on restructuring services and utilising savings to weather increasing financial challenges.”

Specific Examples of Proposed Disposals

One local authority in Kent announced its asset disposal plan featured the sale of a shopping centre in a local town and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Local Levy Increases and Wider Financial Pressures

This research of councils in the key cities group, which covers several urban centers, further found that more than 70% of authorities will have to raise council taxes next April to cover the growing cost of essential services, increased rates of housing insecurity, and a longstanding accommodation deficit.

The authority explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these take time to deliver both improved services and cost efficiency,” stated a council leader.

He continued: “We face population challenges which will continue to increase the strains we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Forecasts

Research of county councils this week further found local finances being strained by the growing number of children and older individuals needing Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with increased demand.

Government officials have put off planned reforms to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” said the report.

“While only one key city is in the top 10 for deprived neighbourhoods countrywide, cities are far more likely to be in the worst-off 20% of the nation. The figures underscores the scale of challenges confronting municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been clear about the necessity for a equitable and lasting financial structure that accounts for and responds to the real levels of deprivation and need,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

A fifth of local authorities have reduced or weakened care services in the last year, the study revealed.
